Can anyone confirm whether it is safe to fit my spare wheel (non - spacesaver) on my Focus (which has alloys) - using the "only" bolts provided (with tapered washers) because they don't fit properly - I had a puncture yesterday and was forced to do this...

If you are fitting the spare steel wheel with the same bolts as used for the alloys it probably will not be safe, you should have bolts just for the steel wheel. I would check with a wheel/tyre specialist and take their advice.
Forced to fit a tyre with bolts that dont fit. Try to explain on the dock as the car goes out of control and kills someone. You do have legs walk home. Next time keep spare bolts in a stronge envelope by the spare wheel in the boot.
The bolts you used are ok the washer set up is just so that the alloys don't get chewed as they are soft metal - they will hold your steel spare on no problem.
