CD Changer blocked up

just got a used punto with a blaupunkt cd changer in it. however, it seems to have a metal plate blocking the hole so that i cant put the cartridge in it. ive pened it up and the plate appears to be supposed to slide across to move the disc reader up and down but it needs to move over before i can insert the discs. but it isnt doing. i connected an old changer and it was getting power but i dont knw how to find out if this one is getting the power to it. any advice would be super! thanks.
