My wife just had a prang in the car and while I was not there when it happened I'm trying to figure out where the blame lies.

At the end of the road where I live is a junction with a main road crossing it and another minor road directly opposite and my wife is turning right. There is no traffic coming from her right and a car coming from her left stops and gives her a signal to pull out which she does. At the same time a car sitting at the junction directly opposite decides to go and turns right and the meet in the middle!!!

So who's at fault? Are there rules of the road in favour of either party of was it just 2 women not paying enough attention?

Gives her a signal? Did the other driver just flash or use his hand to indicate 'pull out'? A flash is just a flash and will have no bearing, and can be misconstrued.
Sounds to me like both to blame , for not paying attention.
Hope nobody hurt
As you say, it is a case of 2 ladies not paying attention.

The other driver's actions are irrelavent.

Blame for the accident is equal on both ladies, nothing to do with the driver who gave some sort of signal.
I am afraid I would have to agree, as the driver flashing could have been flashing either car to pull out and even if he was indicating to your wife the driver oposite could quite easily have misread read the signal as being for him. I think thats why in the highway code you shouldn't actually carry out any action without the road being clear even if they do appear to give you the go ahead! they might have been looking for indicator and flashed by mistake (it can happen)

Hope all are ok though. The nature of driving though x

luckily no one was hurt so no real damage done (apart from the repairs!). Just though I'd ask the question because if there was any blame it effects the policy excess, no claims bonus and stuff like that.

The driver on the major road just gave a hand signal and slowed down to let my wife out so I guess both parties just took that as the go ahead to pull out and then BANG!!
Highway Code suggests that cars pass each other drivers side to drivers side, ie go round the back, and not to turn into the path of another vehicle. Good advice but not always practical.......expect the unexpected and do not take anyone else's signals as authority to move.
flashing lights has only one meanig in the highway code it means iam hear
