who sets out the regulations for building roads? or dose it just come under building regs?

It comes under the catchily titled 'Specification for Highway Works'. When I was a site agent this used to come in 7 volumes (for instance vol 3 is roadmarkings), most of which had several chapters(often seperate chapters being seperate 'books') and if you wanted to put the whole lot on your bookshelf you would need about 15" of shelf (its all in A4 size). However, it doesn't end there!!(far too simple). A lot of the items in the SHW are generalisations, so to get the actual specification you have to read the spec for the particular job in conjunction with the SHW. The job spec usually notes the precise 'definitions' of general items in the SHW. This however, has to be read in conjunction with all the drawings, which can (and has on jobs I've been on) run into 100's!
