I haven't taken Civic rear calipers apart but other Honda's have a special spanner to wind back the actual caliper cyclinder. You can actually wind it back by using a screwdriver (to help rotate it round) whilst putting some pressure on it. I'm unaware of other specialist tools.
Kebab is right, you can do it with a screwdriver or other tool, but its a whole lot easier with the right tool, if i remember correctly mine cost about 10-15 from halfords or a similar motor factors and makes changing the pads of a handbraked caliper a whole lot easier.
