Emails Automatically Scrolling

Going to give this question one last go. It's driving me mad.........When I move my cursor onto the delete button my emails start scrolling forward  automatically and I have to wait till the scrolling gets to the  last email before I can go back in and read / delete one by one

Does this happen on every device you use to check your email? If you only use one device, what is it?
