Fluctuating water temp gauge

What could cause the water temp to fluctuate between low and normal levels?  It never goes high. Plenty of water in the expansion tank and the heaters and a/c work ok.

Might be a faulty thermostat.
I agree - it sounds like it is your thermostat. As the temperature rises to the middle position your thermostat is opening and lowering the temperature. Some makes of car fluctuate between low/normal temperatures. I do not think you have anything to worry about.
