If double yellow lines are not complete, by having the ends finished off by the line at 90% to them. Is the offence enforceable.
Can they say "but there are signs on poles"

Yes, the lack of a terminating 'T' bar is generally regarded as 'de minimis'. Poles are not in fact required at all. Bear in mind that the contravention arises from contravening an extant traffic regulation order (TRO) rather than parking on double yellow lines. Without the TRO the lines are merely 'paint'.
