Can I go out and buy a moped and just ride it on a provisional licence.

^^ i.e you need basic training first otherwise your prov licence isn't valid (it says)
You used to be able to ride a moped on a car licence.
If you passed your car driving test before 1 February 2001 you don't need to complete a CBT course to ride a moped.
If you have not passed your car driving test or passed it after 1 Feb 2001 you need to do CBT before riding the moped on the road.

You still can ride one on a full car licence.

However, depending on the date you passed the car test, you might need to do a CBT course.

However, if you have passed the car test since 1 Feb 2001, the CBT remains valid indefinitely, for the moped.
