I now have a number for EHDC and HBC and will ring them in the morning and just ask to be put through to the right department.
I find it bloody stupid that parking enforcement don't know parking regulations.

The parking enforcement person said that she could not do anything about the cars parked on the pavement because they were not causing an obstruction. It is a new designated shared cycle and pedestrian way.
However the road traffic act 1988 makes it an immediate offence to park 'wholly or partly' on a 'cycle track' (section 21). The definition of a cycle track is given in the Highways act 1980 as being a shared-use path usable by cyclists and possibly also pedestrians but not moterised vehicles (section 320). Highway Code " You must not stop or park on ... a cycle track (rule 240).
When she was deployed to the road she was aware it was a contentious area for all conserned so should have known the relevant acts.

It is not just an issue of laws being broken; you have to factor in the limitations of Civil Parking Enforcement.
HBC & EHDC Civil Enforcement Officers can enforce restrictions in regard of
• Double/Single yellow lines
• Loading bans
• Limited waiting
• School keep clear markings
• Pedestrian crossing zig zags
• Bus stops
• Dropped kerbs
• Disabled bays
• Car parks
However, they are not empowered to deal with
• Pavement parking without restrictions alongside them
• Verge parking without restrictions alongside them
• Obstruction
• Moving traffic contraventions (No entry, box junctions)
which remains a Police matter.
