If a government scheme was proposed in 2009 under the labour government, with no evidence of it getting confirmed, under the coalition government would the proposed scheme still be viable?

or would the coalition have to re-start proposals?

Not necessarily.
They can claim that it fell victim to the cuts if it were shelved.

However, they have decided to proceed with 'some' proposals and some are to be given another look over for viability.

thanks jack, I have phoned up and asked, apparently things are going ahead but no planning or timescale as of yet
