Not really a motoring question, but today I encountered a horse and flat cart being driven on a country lane by a young lad (looked to be about 12-13) and his friend of a similar age.
It made me wonder if there are any lower age limits for horse and carts, unaccompanied by any adults.

no - any age can drive a horse drawn vehicle. However, police or RSPCA can intervene if driven negligently & owners prosecuted.

Thanks tamborine, just struck me as being a potential hazard. If the horse had bolted there is not much a 12 year old could do about it.
If the horse had bolted the 12 year is quite capable of doing what any grown up could do - pray
