fiesta limited to 4000rpm!!!!!???

Hi i've recently transfer the engine and tranny from out of my old 1996 ford fiesta into another body. after doing so i notice that the car only rev up to 4000rpm. this neva happen before wen the engine was in the previos body. i've check a number of things and came up with no solutions. can anyone help

only above 4000 if you rev it from the pedal or from the "carb" (yeah I know!) end of the cable?

for a recently changed engine check the throttle cable first.

i'm certain its not the cable i've rev the engine at the throttle and the same thing happen. to be more specific if the throttle is held open the car would rev up to 4000rpm then fall off to about 3500rpm. this is what would happen until the throttle is release.
just a thought..are you using the same exhaust??? has the exhaust become partially blocked thereby stiffling the engine....sometimes the silencing material can become loose inside one of the boxes. also what about airflow...has the air intake become restricted in any way???
Exactly the same same engine?? Swap ECU's.

The exhaust is for the current body the engine is in A few weeeks ago i remove the exhaust to see if thats the problem and the car did the same thing. And i haven't change the ecu
