Renualt Clio Fails to start, no matter what

My Clio (1.5 dci 68 bhp) wuold not start. The garage looked at it the Glow plug relay had burnt out, this was Cx and the Glow plugs were Cx'd also, no joy. The injectors have been checked-all ok, still no joy. Can anyone help.

Hi, Pump timing sipped, Water in the fuel, Electric fuel cut off switch faulty (This is on the pump).
