In short - yes, however CAUTION !!
Most fool the engine managment into over fuelling, which can have seriously adverse effects, the 'chips' in Ebay etc are usually just a resistor that tries to fool the MAF sensor.
Some are reported to be relatively sucessful with Diesel engines, but you'd be hard pushed to notice any difference even if you did manage to find one that actually works !
