Can a child who has to use a car/booster seat sit in the front of a vehicle? If not what, are the penalties? A friend of ours insists that her ,spoilt brat, of a daughter is only a couple of inches shorter than the limit so should be ok.

A child under the height limit can sit in the front with a booster seat- they can sit anywhere in the car provided they use the booster, but not without if they are under the height limit......the danger to a short person being in the front of a modern car is from the airbag ripping their head off, so it's not really to be recommended unless the airbag can be turned off.
As a driver, if you are convicted of failing to ensure that a child passenger is using an appropriate child restraint or wearing a seat belt according to the legal requirements described above, you could face a fine of up to 500.
