What is the inch dia pipe under the front bumper drivers side ?

I think it could be from the radiator as steam comes out . This only happens a couple of times a year. Is this ok as sometimes it looks bad when i park up. Steam or what ever clouds out. The car is a merc 220 w reg deisel auto
