Tony Hills friends keys were found at the scene of the murdered policeman but they never explained why......or did i miss something ?

I think that when he had the row with tony, he threw them over the bridge. He did not have anything to do with the murder

Tony surmised that his friend had thown them over the bridge, but (as far as I can remember), it was never actually explained.
