WHY is it whenever I see the ads for Colgate Sensitive, the voices don't seem to belong to the people that are talking? Their lips are nsync, so I don't know why! It annoys me like hell!

Ah but you can see that they are speaking english by their lip movements, it just isn't in sync. It might be that the directors didn't like the voices of the original actors, or a **** up on their part in syncing them together.
Adverts and films often do re-dub or 'post-synch' actors voices after the event in a sound studio.

I reckon that in this case although the actors were speaking in English, they are talking in such an way as to always be showing their pearly white teeth. When their voices are post synched, it looks un-natural as in real life people don't talk with their teeth prominantly on show.

That's my theory.
Oh, and it could also be the case that it is an American advert...hence the need to re-dub it.

My theory is that the actors used might look pretty but they have voices like Joe Pascquale or Janet Street Porter, so are dubbed by someone speakin' propper.

I haven't seen the ad, but PurplePixie is probably right. Maybe models were used for filming, and actors used to post-sync the dialogue.
