It means you oversee operations to make sure deadlines are met and productivity is maintained to meet targets.

The Production Manager works with the producer and director and just about every other department (set designers, costume, make-up, location managers etc) and he/she is the person those departments will turn to if they are having trouble.
The Production Manager will mainly keep an eye on the programme/film budget.
