Early 70's sunday late afternoon ITV childrens series

There was a series on ITV in the early 70's I used to watch which was set near the sea and had this scary bloke in it who looked a little bit like Adolf Hitler and wore a Mac. It was a kids program. I thought it was something like The Invader (not to be confused by The Invaders) but I can't find anything about it.

Has anyone got any idea please. I found it out a few years ago but have forgotten it again.

The Owl Service ? That had a weird looking bloke in it. My sister used to be scared of him. He was a cross between Adolf Hitler and Rigsby.
