Can you play REGION 3 dvds on a REGION 2 player?

though if you post the make and model of the dvd player there are often codes you can enter on them to make them multi region.
Or take it to any independent dealer to get it chipped.
You can usually change the region on you machine, if you know the "factory set-up" code.

Most machines for Europe have the same mechanics, the region ID is set for whichever country the machine is to be sent to.

There are web sites that will give you the factory set-up codes for most DVD players.

For my machine, I press a combination of four buttons on the machine itself (not the remote) and a hidden menu pops up, from where I can change the region.

Try a Google search like "DVD player hack".
Region 3 DVD's are playable in the Far East, Australia and New Zealand
Region 1 is USA and Canada
Region 2 is Europe excluding Russia
