Go for broadband. Your line is effectivley split, so as well as having very fast internet access, your phone is still able to make or recieve calls. It's not that much more expensive than dial-up these days.
There is a  protocol that newer Modems will support (I think it is V.92 ) that allows your internet session to be suspended if someone rings you & will resume when the call has finished. However you'll have to ensure you telephone exchange/ISP also supports this protocol (i know Telewest supports it). Do a search for "Modem on hold" for more information.
My friend in USA uses AOL dial up and pays around $30 or $40 a year for CALLWAVE. If someone phones her while she is connected to the net, it gives them the option to leave a message.. She can hear this on her pc and can then chose to disconnect from the internet and call them at that moment or later.
http://www.skype.com/ check this little baby out!
I AM NOT SURE JUST WANTED TO FIND IF I COULD
For dial up service it would be impossible to use the net when phone is in use. You need to upgrade your system and get a broadband service instead. An online review will help you choose a the provider. I hope www.myofficephoneystem.com can help
