Is there a technical name for the type of camera angle/technique when the shot is solely on one person, as if the camera is fixed to their waist/chest and constantly films their face? This technique has been used in several TV ads and music videos especially but I am having trouble describing and articulating it for a piece of work. Any ideas?

I think you mean a steadicam shot. I'm trying to find some examples on youtube for you.
Scrap that its not a stedicam shot.

I know what you mean though. I'm thinking of Nick Moran when he's walking out after losing the poker game in Lock Stock.

I'm sure it has been used for music vids for David Gray and Ian Brown as well but I can't think of the tunes they were for!
Part of the Wikipedia Tracking Shot article seems to mention what you describe. I'm not sure.
I don't think its a tracking shot. If you look here you will find a comprehensive list of film terms and examples

if you can be bothered through it all to look that is.

I was a bit premature in scrapping the steadicam. I would describe it as an actor-focused steadicam shot.
Aha! Well done Kempie!
