Can anyone remember a programme for young children which had 3 presenters, 2 male and 1 female and a dog? 1 of the men was Wayne Jackman and the woman was Jane Cox (Mrs Dingle from Emmerdale). The dog was played by a man/woman, in the same vein as doodles from the Tweenies. I've tried Google but to no avail. It's driving me mad trying to remember

Wayne Jackman appeared in the tweenies so its not inconceivable that this is probably the program you are thinking of. A search on IMDB ddnt show Jane Cox as appearing in the show but ts possible she was in 1 or several of them but doesnt show up in the IMDB entry.
Wayne Jackman also wrote some of the Balamory episodes
