Tanya's sister (raine (?)) reminds me of someone who used to be in eastenders. who am I thinking of?

Do you mean Donna; Kathy's long lost druggie daughter? That's who she reminded me of. Not her obviously, but very similar (even the drug habit!!)

If you google her screen name you will find it says she was in family affairs and her name is tanya franks.

She's also in one of the loan adverts.
It's the one where her and her husband are sitting at the table, sharing the phone and pulling ridiculous faces whenever the person on the other end of the phone is telling them all about the wonderful benefits of the loan!!!!!
