If you were the Costume shop owner wouldn't you have got a bit hacked off at the way he kept coming in and trying on all those bloody outfits but never ever actually hired or bought anything?

Is it true that Mr. Benn was a 'care in the community' case, which is why he put a suit on and never went to work, and why the shopkeeper tolerated him, even though he never bought anything?
