juddering on steering on golf tdi

When parking and turning the wheel the steering judders, it makes a rubbing sound and the wheel becomes hard to turn,it doesn't do it whan driving normally. Have checked power steering fluid, thats ok

The bushes probably need replacing.

breaks might be binding or flat tyers or both or your bushes..
