The call tariffs and call discounts for 03 numbers are the same as if a consumer was calling a geographic (01 or 02) number. 037x is reserved for migration from an existing 087x number (087x being a revenue sharing number, i.e. part paid by the recipient, often meaning the consumer could not immediately tell if the call was free, more expensive than a geographic call, or anywhere in-between).
