What rights does a member of the public have to inspect an English Parish Council's books and accounts?

An annual return has to be published by law, so there shouldn't be an issue asking to see this. Ask the Parish Clerk. However that will typically be a statement of income and expenditure, broken down into main elements of each.
That isn't the same thing as the 'books' from which the annual return is based. I can't see that there is an obligation to allow viwing of that.
