How to sue city of Toronto?

Home owner wants to know: The Park installed a huge playground just 60 feet behind the residential houses, bring all kind of traffic and noise. Families lose peace here. Can homeowners sue the city to remove the playground or pay the damages of property rights? Which court to go and what Document to file?

As you are asking about suing the city, presumably the city approved the application for this to be built. Are there procedures in place whereby the public are consulted and were these procedures followed?
