Rail companies have a blanket ban on smoking at train stations, regardless of whether it is under shelter or not, with signs warning that it is an offence punishable by fine, is this enforcable?

yes as its not public land its woned by the train compnay and they can state that your can not smoke anywhere on their property
The recent "smoke free" legislation doesn't apply to open station areas.

However ATOC (the Association of Train Operating Companies) and Network Rail are using a long standing railway bye-law which makes it an offence to smoke anywhere, on railway property, where a 'No Smoking' sign is displayed. (So, yes, it's most definitely enforceable).

If I was still running a busy railway station (as I used to do) I would be extremely happy not to have to get someone to sweep up all of the dog ends every half hour.

It maybe enforceable in theory, but in practice, with so many stations unmanned most of the time, it's almost impossible.
I've just noted that AB's censorship system has spotted that my link contains the letter 'y', followed by 'i' & 'd and has deleted the 'offending' portion on the grounds of my apparent anti-Semitism!

Talking about smoking I was in asda cafe yesterday and you can see everyone come out with their shopping. The majority of people got their fags out the second they got through the door..Not bothered at who was next to them.
don't smokers realise that even outdoors their smoke offends? Having a cup of tea in the New Forest the other day, could clearly smell the noxious fumes from a couple 20 yards away - and I have a bad sense of smell.
If smoking is so bad then the govt should ban it full stop but never will because of the duty raised.

fatties and alkies cost the NHS more than smokers and non smokers would soon start crying when 8p got lumped on their income tax.
JimmyCooper, many smokers ARE obese with drink problems.
I have a great sense of social responsiblity - as a smoker I never leave the house. What I cannot understand is how non-smokers keep invading my private space......
People are getting stabbed , shot , mugged , raped, and you get people having a go at smokers.
