my neighbor has a driveway but no lowered curb. It's a corner house with no front drive, so they removed some fencing in the back garden and stuck up a gate , now there telling us we can no longer park there. What can I do?

whatever you like. noone can stop you parking in front of a non-lowered bit of kerb which does not have yelllow lines. personally, if my neighbour asked me nicely i wouldn't park there, but if he was a git about it, i would carry right on...but that's just me!
Report them to the council.It is illegal to convert your garden into a driveway without getting permission from the council and paying to have a dropped kerb installed.
One can do whatever one likes with one's own garden (in terms of paving it, removing fences, whatever).
However what one cannot do is park there, by allowing the passage of a vehicle over the public footpath without the permission that the dropped kerb permits.
I'm with Daffy. Check with the Council to see if permission has been sought and given.
phone council they need full planning permisson !
