freehold and leasehold

We have the freehold title to a house which is currently arranged as 2 flats, but there are no separate leases for the flats, and so in the current climate the house is not mortgageable.
What's the easiest and cheapest way for us to set up leases on the flats, given that we would then own both the freehold and the leases?
