Is there and actual law (and if so what is it called) that makes it illegal to sell alcohol in a pub to somebody who is already intoxicated?

Section 141 of the Licencing Act 2003. You can be fined up to �1,000 for selling alcohol to someone who is or appears to be drunk.
This law also applies to off-licences and supermarkets/shops that sell alcoholic drinks.
