how can this be lawful?local governments are cutting the pay of some employees,and giving rises to other staff, who are already on more money than them!!

Because some job roles were overpaid and others underpaid relative to their value. This adjustment should ensure pay reflects the job size/value in job evaluation terms
By the way, it happens in private sector too
Single Status, as the exercise in Local Government is called, is to remove the inequality from pay, primarily as a defence to Equal Pay/Equal Value claims. Health Service went through the same process which called Agenda for Change. Job Evaluation should be an objective way of measruing the value of jobs rather than the people performing those jobs.
