Our employees play their own radios for their own use at work. Do we have to have a phonographic license for the site?

contact the performing rights society or prs via their website link
If they are individual radios, then the answer is no. If more than one person listens to the one radio then yes you do need a licence.
5 Employees with 5 radios all playing at the same time.

What are the odd's of more than one person being able to hear 1 radio at any given time ?.

PPL = Phonographic Performance Limited.
Who claim PPL is a music industry organisation collecting and distributing airplay and public performance royalties in the UK on behalf of over 3,500 record companies and 40,000 performers.

Will try to call them but why should we need a PRS licence as well or one only or what?
