Is this a breach of data protection?

This is an odd one. I work in a public library and we have had problems with an abusive member of the public. We want to circulate his name/membership number to other libraries within the same authority so that staff can be on their guard. Someone has told me that this a breach of data protection. Can anyone tell me if this is true? And if not is it a breach of any other laws? Obviously this information would never be disclosed to anyone other than staff.

The way you use may use the personal information you hold is governed first by the eight Data Protection Principles. These require that information is:
