My friend is foreign (EU cittizen) and work (full time) over 4 years in UK. She wonder, if she can claim some tax back. She will go home next year (not return planned). She is single, no debts, no kids, no claiming any benefits, pay college her self...... Any idea? Thanks!

She can only claim tax back if she has overpaid - let's say she leaves in September and has been paying PAYE tax, she will have paid too much from April.

So she can claim that back. Or if she has been taxed at emergency rate or any other reason a UK citizen can claim tax back.

Get her to send any P60s and P45s to her tax office for them to have a look at . Send them in with a covering letter asking them to check the tax liability for each year they can go back six years. If they do not have a complete work history for her then they may ask her to complete a P91 to cover any periods of unemployment etc In the letter she must also state where she would like the repayment if any to be sent ie home address or bank. it is very easy to do but it may take up to 14 weeks to process the request depending on which tax office it goes to.
