Nope! One state at a time!
Yes, a sober state a drunken state, either really
With your spelling of 'license' (which here in the UK is 'licence') and your reference to States, I assume that you're in the USA. (AnswerBank is UK-based but we welcome everyone).

I know very little about US law but our media have recently been reporting on Britney Spears's legal battles. As part of these reports, it was stated that she's complied with a court order to obtain a California driving licence, having acquired one through taking a written test. She did not have to take a practical examination because she already holds a licence from Louisiana. So Britney Spears now holds licences from two separate states, so I can't see why anyone else shouldn't be able to do the same.

Chris
Not so sure about that Chris - she may (only may) have had to trade the Louisiana one in to get the Californian one.

If she was a California resident she was breaking the law by continuing to drive on an out of state licence
