if a person dies without awill and has under 5`000 pounds do you have to go to probate?

Not normally.

However it is possible that an organisation that owes the deceased money will turn awkward and insist on probate before it will pay. More likely it will want an indemnity fee which (if there are several of them) could be more than the probate fee.
