if two people took out a joint morgage, on the strength of only one wage, could the other person (without the wage) legally put the property in there name only?

only if they can prove to the mortgage lender they can pay the mortgage,and without a wage they cant,so in this case no.
Not only wages is taken into account. Unearned income is too - so if the non-waged is of independent means, then maybe.

As NormantheDog says, the bank will have to be satisfied that the person can afford the mortgage.
They would need the permission of the second person.
