Can I claim against criminal Justice Department

I was involved in a serious RTA, seriously injured. The other driver was being prosecuted for dangerous driving. The CJD didnt put the case in in time for it to go to court. It took me 12 months to get a reply from CJD explaining their error, which didn't make sense. I had IPCC come to see me they agreed the constabulary would fund a private prosecution for me, on returning to their office they rang and said this was not possible. One of the officers said they were hoping I would just go away but I can't I have been wronged. Where to I stand on claiming against them? They said I was out of time to bring a private prosecution, I don't believe or trust them.
