Which Fence is mine?.

The boundary fence to my right as I look out of my window has had one panel blown out, who is respnsible to replace it, is it me or my neighbour.

You need to look at your deeds - it could be yours, your neighbour's or a 'party' fence where you are both equally responsible.
Whoever wants it replaced the most, in many cases.

Unless the deeds assign a duty of maintenance, ownership is irrelevant.

I thought that everyone was responsible for the fence to the right and the fence in front?(!) Assuming this is the back of the house!
No it's down the individual property - we owned a house that had no responsibility for any of it's boundaries - just the front wall - even though it was boardered on the three others by fences and walls. Sometimes you can have an incline by the "good" side of the panel and which way it faces but these are only guidlines.
Ethel has the answer. Check your Deeds. If you dont have these go to the Land Registry site and download them.
Even if it's your neighbour's that doesn't necessarily mean they must replace it. They may own it, but they could choose not to have a fence at all. "Whoever wants it the most" is about right.
