i was talking with my shop steward at work and he says its law that you must take atleast 2 pieces of overtime in 12 months but only if the company needs work to be carried out that is the only time they would enforce it is he right?

It's not law, no. But it may well be in your work contract or be an agreement between management or workers that's well established.

Utter rubbish unless it's in your contract, as a shop steward he is supposed to be on your side!
