If you mean on holiday you'll need a valid licence to hire a car if you mean can you drive without hiring a car I would say you'd need a valid licence of some sort. If you do not have a valid British one then you'd need a valid Spanish Licence, then you could drive in Spain. Without knowing the exact circumstances can't say for certain but I'd say probably not.
You do not need to speak Spanish. You can contact the Spanish Embasy here:

Although the ban only applies in the UK (this might change before long), you need a licence to drive in Spain just as you do here. As Loosehead says, what will you drive in Spain? You won't be able to hire a car. If you borrow one, the owner may have some liability in Spanish law if he allows you to drive without a licence. In the UK, you would automatically be uninsured if you have no licence; it may well be the same in Spain.

although the uk authorities have taken my licence for 6 months I have a duplicate licence that i would present for a hire car ?
I see well you'll probably get away with it if there are no incidents but technically the duplicate is also withdrawn. I don't think there is any connection between the spanish driving authority and DVLA but but I'm not sure.
