CCTV Camera's - Are you legally required to display notices?

I have been sent a letter from a management company for a parking fine, in a private road. There is a camera - however, there is no sign to advise CCTV recordings. How too, have they obtained my name & address from my number plate - Have DVLA provided this information and is this legal?

Any help would be gratefully appreciated as they demand �50 within 14 days!!!!
