We have an ASBO living at the end of our road. He has claimed he owns a patch of unregistered land (unregistered does not necissarily mean not owned) and has put a fence in making access for me and my neighbors very difficult and damaging to our vehicles. The police will not do anything as it is a "civil matter" When we tried to repair the road with concrete, he removed it and the police claim that was not criminal damage. We tried again with tar mac he came and put a bollard in the middle of the road and would not remove it untill we stopped applying tar mac. So the road is still in a bad state. How do we find out who is responsible for the upkeep of the access road and repair it?

check with the local authority to find out if the road has been adopted - if it has then it is maintainable at public expense. I suspect that this is a private road your house deeds should contain information about rights of way etc
