If you have a planning application refused, you have the right to go to an appeal. Who judges the appeal - is it the same body on the local council who looked at the original application or is it some totally different body?

Its different. Its a Planning Inspector who judges it, run by the Planning Inspectorate. They are independent of the Local Council.
