can only a solicitor certify true copies of a passport /driving licence /bank statement or are other professionals allowed to certify these documents aswell?

It depends who wants the certified copies - they will determine who can certify them.
The last time I needed to do this (to open a bank account by post withou sending the originals) there was a wide range of acceptable certifiers.
I have a police officer friend who does mine.

When he has been unavailable my GP does it, for a fee.
J.P.'s can do it too.

If a solicitor requires the copies of your documents for a conveyance then another solicitors certified copies would normally be acceptable. The other suggestions ie doctor, police officer, JP, would not , as their credentials can't be verified. (They are acceptable for photograph authentication when applying for a passport). The solicitor needs to see these documents under the Anti Money Laundering Regulations.
It should cost very little to get your certified copies. I work for a firm of solicitors we charge �1 per certified copy
